In order for a Bluetooth product manufacturer to use the Bluetooth logo and employ Bluetooth IP they must ensure that their product had been suitably qualified. There is a defined process which must be followed in order to achieve compliance; which then allows manufacturers to list their product on the Bluetooth SIG website as a Qualified Design Listing (QDL).
